Is a car drivers license required to operate a scooter such as a vespa in the state of california? - scooter drivers license

I am very confused about this question. I know we all have to take a written test on the rules and regulations. But they should try a car legally on the road to be able to try a scooter or Vespa, and never drive a car on the street and able to drive legally.

Que ha very funny. CA.requires state written and driving test on class M1 license. If you never leave any area to start! M1 Test Drive is held in the DMV parking lot. Operation near a small group basis and performed better in small bicycle. (90cc). I guess that means you can have an M1, not only a Class C for cars.
